Bengals spokesman Jack Brennan said that previous Hamilton County Administrator, David Krings, had agreed that the FieldTurf installed before the 2004 season, was indeed an enhancement. Todd Portune says it's "a design defect". That's the current argument being made by Portune, Hamilton County Commissioner, who is trying to prevent paying the team $900,000 in reimbursement costs as it's supposedly stated in the lease -- if there's an improvement to the stadium, then the cost is picked up by the taxpayers.
