Another possible candidate (for the franchise tag) is running back Cedric Benson, who parlayed a second chance in the NFL into a stellar finish to the season. The cost for the franchise tag would be only $6.621 million, and it's far more important for the team to have a solid tailback than a second high-priced wideout.

The only trouble I see with doing this- beyond the $6.6 mil price tag, is that, let’s say Cedric has a good year and proves himself both on and off the field. Where do we go from there? Do we then have to negotiate an actual contract with $6.6 mil as the starting point? ’Cause I thought we could get Cedric for more like 3-3.5 a year. Still, only having him under contract for one year might be the wisest course.

Could be used as a tactic to keep him off the FA market to allow the Bengals more time to negotiate directly. Same exact scenario the Bengals used with Rudi Johnson. If the Bengals can’t come to terms, keep Benson with that price tag and if it doesn’t work out, emphasis next year’s draft on a running back.
We need one, a long term running back. However, based on the other needs on this team, we can put that priority off until next season — unless we find someone in the later rounds that turns out to be a Steve Slaton like steal.
These are just simply angles that are available to the Bengals.

You could tag him and if he equals or exceeds last season, give him a nice signing bonus with a 3-4 million dollar base salary upon resigning.
