According to Joe Reedy with the Cincinnati Enquirer, the Cincinnati Bengals requested one-week roster exemption for Dontay Moch was granted by the NFL.
It boils down to this. Moch can do everything a player on the 53-man roster can, from practicing to using training facilities, which are generally not allowed during a suspension. However he won't count against the 53-man roster, which also means he can't play until he's officially back on the 53-man roster.
