Phantom roughing the passer? Anyone see it?

I didn't get to see the game, but listened to the Bengals radio feed. I recall one play, in which the Packers had a 3rd down. Rodgers threw an incomplete pass, bringing up 4th down. However, Bengals got called for roughing the passer, and Dave Lapham was going ape-schott on the radio, upset over the fact that Rodgers was hit in his follow-through in the middle of the chest. He apparently felt it was a legit hit and a BS penalty call. The Packers went on to get a TD.

My question.... Was it a BS call? Its crazy to think that - had things gone a bit differently - we could have lost the game because of a phantom roughing the passer call. Otherwise, Packers would of had to punt, taking 7 points off the board in a crucial part of the game.
