It's possibly improbable that Stacy Andrews could be heathy in 16 days

The Sporting News has more faith in Stacy Andrews on the free agency market than I do. They write:

After reconstructive knee surgery, Andrews must prove he is sound. All indications suggest his rehab is going well. He was given the franchise tag last year, but the Bengals won't put it on him this year. Expect Andrews, a good, young tackle, to be high on team radars around the league. If he can prove he's healthy, he will receive a lot of offers.

Twice, they mentioned that he must "prove" that he's healthy. With free agency just over two weeks away, how would one prove that they're healthy after reconstructive knee surgery? Two thumbs up? They list him as the third best offensive tackle in free agency.
