According to The Cincinnati Enquirer's Joe Reedy, the Bengals signed kick return specialist LeRoy Vann. Vann averaged 20.5 yards per kickoff return and 19.6 yards per punt return while playing college football for Florida A&M. He has 11 touchdowns on returns (eight on punt returns and three on kickoff returns), which is a Football Championship Subdivision record.
Vann was in camp with the 49ers last year as an undrafted free agent but was released in early August.

Vann, who is a cornerback when he's not returning kicks or punts for touchdowns, will join Bernard Scott, Andre Caldwell, Quan Cosby, Cedric Peerman and Jamere Holland, who are listed on the depth chart as kick returners, and Cosby, Jordan Shipley and Holland again, who are listed as the team's punt returners.
If nothing else, Vann, if he makes the team, could keep Scott, Caldwell and Shipley off the IR from returning punts and kicks and on the field as running backs and receivers.
